General Provisions

NM FORESTRY DIVISION PROVISION Personnel reimbursement rates: The use of state government employees will be reimbursed based on the hours worked on the incident, at the employee’s regular pay rate, including overtime and benefits. Individuals hired as New Mexico Forestry Division emergency employees will be reimbursed based on U.S. Government - Administrative Determination (AD) pay rates for fire fighters published in the “Interagency Incident Business Management Handbook, NFES: 1139”. These pay rates are based on an employee’s qualifications and job function at the incident. Above rates do not include personnel cost. Fuel will be billed separately. Crew time reports and emergency equipment shift tickets: Finance will collect and post SF-261 CTR’s for personnel, OF-297 Emergency Equipment Shift Tickets for equipment will be provided as requested by incident. Upon check out/demobilization, the cooperator will receive ALL ORIGINAL CTR’s, 288’s, 286’s and copies of the pre-use and release vehicle inspection forms. New Mexico Forestry Division resources are government agency resources. All NMFD Hand Crews and Inmate Work Crews meet NWCG standards for wildland firefighting. All crews come equipped with hand tools, power saws, and support material. NMFD Crews may come with AREP for logistical and financial support. Digital submissions: Please ensure digital copies have been forwarded to the Chief of Party for the resource.

Special Provisions

The county or municipal fire department verifies that all the apparatus mobilized under the RMP has been inspected to meet NWCG standards for this calendar year. Operators will be furnished by the local government cooperator and cooperator full time personnel will be reimbursed based on hours worked at the incident, at the employee’s regular pay rate, including overtime and benefits. Cooperator’s seasonal employees are paid the amount in the rate column for approved crew and module set rates. Equipment hourly rates reflected in Rate Column of Rate Sheet, do not include personnel rates, unless noted as Wet Rate. Crew Carriers will have minimum of 5 personnel and equipment.
Emergency Medical Service Kit (EMS Kit) for operational periods where a resource is assigned additional EMS responsibility while maintaining original functions. A daily rate of $50.00 per resource assigned will be approved provided the following criteria are met. • Resource Order (RO) will capture increased capacity of resource and include “EMS Kit” in the equipment section. • Resource will provide “General Message” from the incident identifying date range for added EMS function/responsibility. • Reimbursement eligibility does not include travel to and from the incident.
Daily Rate Guarantee for each calendar day that equipment is under hire payment will be made for a maximum guarantee of the work rate in the Max Daily Rate Column. For the 1st and last day payment will be based on the hours under hire if it is less than 8 hours ½ of the daily rate in the Max Daily Rate Column will be paid. Fuel All fuel receipts, equipment shift tickets as well as vehicle logs to include g-plate, date of transaction, purpose of trip, start/ending mileage, fuel type, fuel quantity and total cost shall be submitted with reimbursement request. Wright Express (WEX) or other fleet fueling documentation with activity detail will be accepted, including OF-304 Emergency Equipment Fuel and Oil Issue from the fire.
Crew Time Reports and Emergency Equipment Shift Ticket(s) Finance section will collect and post Crew Time Reports (CTR) for Personnel and Emergency Equipment Shift Tickets for equipment. Upon checkout/demobilization, the cooperator will receive ALL ORIGINAL CTR’s and 288’s, 286’s and copies of pre-use and release vehicle inspection forms.
Ground Support Operates pickup trucks, carryalls, automobiles, jeeps, station wagons, etc., having a gross vehicle weight rating (GVWR) up to 10,000 pounds to transport cargo and passengers to and from incident sites and other locations. The work requires some physical exertion such as required for over-the-road assignments, and some lifting of moderately heavy items. We encourage the operator to have basic knowledge of Incident Command System (ICS) and Incident Management Operations. Operator/Vehicle should come with a field programable mobile or handheld radio. Heavy Equipment It is the responsibility of the local government to ensure that all personnel transporting and operating heavy equipment have the proper training, knowledge, and qualifications.
